REGIONAL WORK ON CLIMATE CHANGE STRATEGIES
Many regions across the Barents have recognized the regional climate change strategy work as an important part of their regional planning processes. Below the current state of the climate change strategy work for most the regions in the Barents region is briefly presented. Click “Read more” links to find more information on a specific region. Regional climate strategy was approved in the Kainuu region in 2011 and implementation is currently on the way. The Regional Council of Kainuu was in charge of the strategy process and many regional actors participated to the work. The strategy work was financed partly with EU-funding. Read more.
The Regional Council of Lapland started the work with regional climate change strategy in 2009 and it was approved in 2011. Read more.
The Oulu region (North Ostrobothnia) has a regional climate change strategy that was approved in 2010. As in the Kainuu region, the regional council was in charge of the strategy work. Most of the funding came from the regions own funds. The work was done in collaboration of almost 100 regional actors and municipalities. Currently the implementation of the strategy is beginning. The Finnmark region has completed its climate strategy and the implementation is currently underway. The Finnmark County Authority was responsible for the strategy work and it was mainly done for internal use. No other organizations were involved in the strategy process. Read more.
A climate strategy was approved in Troms already in 2007. Troms County Council was in charge of the strategy work and regions own funds were used to finance it. The Troms strategy aims at 30 % emission reduction from the baseline year 1991 by 2020 and carbon neutrality by 2050. The region chose an ambitious reduction target deliberately. Read more.
In Nordland, climate issues have been thoroughly examined in connection with the regional planning process and a regional climate change strategy was approved in 2011. The process was funded with the regions own funds and the strategy introduced an emission reduction target of 20 per cent from 1990 emission levels by the year 2020. Read more.
In Arkhangelsk region the preparatory work for compiling the climate strategy has begun. A regional actor with the support of the Ministry of Natural Resources and Forestry carries out the preparatory work. Also an inter-regional group on climate strategy contributes to the work. The actors are currently trying to secure funding for the climate strategy process. Read more.
The climate strategy work has not yet officially begun in Komi. There are good basis for the climate change work in the region because of a 4-year long project called Clima East (http://www.climaeast.eu) being carried out in the Institute of Biology, Komi Science Center. The project aims at increasing competence in reducing greenhouse gas emissions and improving preparedness for combating the effects of climate change. Read more.
In the Norrbotten region a climate strategy was adopted in 2009 and an action plan to promote the implementation was introduced in 2014. The County Administrative Board of Norrbotten was responsible for the strategy work, and the process was funded by the state. The target for the 2009 strategy was set to increase energy efficiency by 20 % from 2005 by the year 2020. Read more.
